Fast Pencil needs a Google + "Hangout" type of feature. This would allow writers to collaborate in a much more meaningful way than just the little notes we can leave tied to chapters.

I agree! Take a look at my "Real Time Communication Options" suggestion.
That would get my money as well.
While a Google hangout type functionality does not currently exist, you can take advantage of current technologies like Skype and Google Chat and start collaboration right away.
